Is Examiner.com a scam?

This is my email to Examiner.com concerning this article "Can the average person own an online casino?"
and being scammed and not paid by Examiner.com

Your National Casino Examiner should have pointed out that it is a felony in the state of Washington for owning an online casino. This advice from Examiner.com can land you in jail in the US. Setting up an online casino in the state of Washington is a felony with imprisonment up to 10 years. He hardly writes about brick and mortar casinos and strategies involved in casino play that helps Examiner.com readers. He is a shill for online casinos which is not regulated in the US.

I am the San Francisco Blackjack Examiner who has not been paid since 1/1/10 after being deactivated in March 2010. I want my money owed to me! I've emailed Examiner.com management 7 times with no results. I've also called Denver headquarters to get this resolved, also with no action. I now write a Casino Examiner blog and am itching to report Examiner.com's failure to pay its writers. Is Examiner.com a scam?

Examiner.com encourages illegal activity in the state of Washington and should have been called out long ago concerning its enabling of online casinos. The Examiner.com scam concerning no compensation to me should also be of concern to aspiring writers.
